Please note, all imports into Gabon are subject to produce BIETC validated draft copy or Visa Prior Agreement for containers to be loaded from origin load port. BIETC (Bordereau d’Identification Électronique de Traçabilité des Cargaisons) is used by the Gabon customs authorities to supervise all cargos from loading to discharge & to effectively control and manage import/export traffic of the country.
For each Gabon Import shipment BIETC must be applied in advance & validated draft copy to be shared before containers are loaded from origin country. BIETC validated draft copy or Visa Prior Agreement to be submitted to following email id. “bietcforgabon@maersk.com” before container/s are planned to be loaded from origin load port.
Every shipment to GABON destination must have a BIETC validated draft or Visa Prior Agreement (document) before cargo loads onto the vessel from origin port and the BIETC draft will be validated by Gabon import team to ensure no container is loaded without BIETC draft. The BIETC draft copy will be approved/rejected by Gabonese customs as per the below time schedule details in order to get the final BIETC document.
- ETD + 5 days loading from Africa
- ETD + 10 days loading from Europe
- ETD + 15 days loading from Asia, America, Middle East and Oceania
If BIETC draft is missing or not received by load port by vessel ETA the shipment will be rolled to next vessel as per space availability & may also lead to booking cancellation, if booking is cancelled the customer will need to return back the containers & if booking is rolled the customer will be accountable for respective charges.
If BIETC status reference task is closed by Customer service team or Documentation team at origin without Gabon import team consultation & if container is loaded without a BIETC draft copy in such cases for any customs penalties the Customer service team will be liable & will be responsible. In any other circumstances if container is loaded without a BIETC draft copy the customs penalties will be billed to origin customer. The Customer service team will be responsible to recovery customs penalties. If amount not recovered within CGC(Customs) deadline,origin will have to settle the fine amount.
The fine can be up to 150% of the BAS Freight declared by shipper on commercial invoice or Cargo Value (at authority discretion). Meaning up to 50% directly charge to consignee to get BIETC establish at destination and 100% charge to MAERSK as origin load cargo despite country restriction the container was loaded without a BIETC draft. The regulation is applicable for all the cargo moving from any part of the world to final delivery location Gabon.
