As the conflict in Ukraine continues, Maersk is keeping a close eye on all developments and adapting to the ever-evolving situation to keep the global supply chain moving. However, recent sanctions imposed against Russia and the regular adjustments that are being made to the list of restrictions have had a direct and indirect effect on the safety and stability of our people, operations and global supply chains. For the latter we are seeing a notable impact on increased transit times, cargo detention and cost of transportation.
We have been notified that the Black Sea area between Ukraine and Russia has been officially declared a ‘war zone’, and as a result all vessels calling Novorossiysk (RUNVS) will be subject to an increased insurance premium with immediate effect.
Despite our suspension to new bookings, we are still calling Russia with foodstuff, medical and humanitarian supplies (except dual-use items), and we must ensure our vessels are covered as we support society through complicated and uncertain times. To combat these additional costs, Maersk will be introducing an Emergency Risk Surcharge (ERS) for all cargo loaded or discharged at Novorossiysk, Russia.
The Emergency Risk Surcharge (ERS) is applicable to new bookings received after this communication. All confirmed bookings will not be subject to ERS.
The ERS tariff level is USD 1,100 per FFE for all cargo

For your reference, we have also included the levels and rate structure for some sample corridors to/from Novorossiysk, Russia valid from today until further notice. These may be subject to change, and we will notify you accordingly.
- The above rates are also subject to other applicable surcharges, including local charges and contingency charges.
- The above surcharge acronyms mean: OF (Ocean Freight), OHC (Origin Terminal Handling Charge), DHC (Destination Terminal Handling Charge), ERS (Emergency Risk Surcharge), BAF (Bunker Adjustment Factor), LSS (Low Sulphur Surcharge) and PSS (Peak Season Surcharge).
- These rates are unaffected by, do not affect and shall be supplemental to any tariff notified, published, or filed in accordance with local regulatory requirements.
- For trades subject to the US Shipping Act or the China Maritime Regulations, quotations or surcharges that vary from the Maersk tariff shall not be binding on Maersk unless included in a service contract or service contract amendment that has been filed with the Federal Maritime Commission (FMC) or the Shanghai Shipping Exchange, as applicable.
