We would like to inform you about the ongoing terminal reefer plug shortage experienced in the ports of Xingang and Shanghai. Due to the extended Chinese New Year holidays and Corona Virus situation, yard density has reached critical levels and we are forced to divert cargo as no reefer plugs are available at these terminals.
We recommend customers, when possible, to ship to other Chinese destinations or other markets in order to avoid the congested ports. This recommendation is in particular for transit time-sensitive, perishable, chilled commodities with a limited/short shelf life, e.g. fruit/vegetables and frozen meat.
For cargo already in transit, we will offer free change of destination for those customers who decides to divert the cargo to other Chinese destinations.
In order to offer you a choice, Maersk will, until further notice, accept reefer bookings into Shanghai and Xingang strictly on the following conditions, which the customer is deemed to have accepted:
- We do not guarantee the cargo routing nor take any responsibility for the delivery time. Cargo arriving in the ports of Shanghai and Xingang is being diverted to alternative locations until the ports are able to receive reefers again.
This situation is outside of our control and is also affecting cargo already in transit to mentioned destination ports. - Maersk will apply effective tomorrow 7th February 2020 a congestion surcharge of USD 1,000 per container for ALL Reefer cargo arriving into Shanghai and Xingang to cover the additional cost of re-routing. Any regulated corridor will have effective date from 6th March 2020
We are monitoring the situation and depending on the development we will determine if further measures need to be taken.
For your reference, we have also included the levels and rate structure for sample corridor from Rotterdam to Shanghai, valid from today until further notice. These may be subject to future change; however, we will make sure to notify you accordingly.

- These rates are unaffected by, and do not affect, any tariff notified, published or filed in accordance with local regulatory requirements
- For trades subject to the US Shipping Act or the China Maritime Regulations, quotations or surcharge that vary from the Maersk tariff shall not be binding on Maersk unless included in a service contract or service contract amendment that has been filed with the Federal Maritime Commission (FMC) or the Shanghai Shipping Exchange as applicable.
