Position Overview:

Responsible of oversee all container entry and exit activities via Federal Public Service (FPS), gate or rail mode, acting as the main point of contact between customers, government authorities, container shipping lines, rail operators, and terminal shipping companies. Ensure the safe and efficient achievement of all key performance indicators (KPIs) for the area, while strictly adhering to APMTLZC’s policies and procedures.

Lead the terminal’s Inspection operations, conducting inspections in line with customer requirements, management direction, and safe work practices. Aim to achieve maximum productivity and customer service levels by optimizing resource utilization.

Responsibilities:

  • Manage, motivate, and train all members of the Gate, Offdock, Recinto, Inspection, and Rail teams to achieve high performance, establishing task structures and objectives that can be met through the implementation of efficient actions.

  • Effectively execute daily tasks while recognizing that high productivity is an underlying factor in all processes across the Gate, Offdock, recinto, Inspection, and Rail areas, ensuring the efficient use of equipment and personnel.

  • Plan internal logistics to ensure the uninterrupted flow of Gate and Rail operations, maximizing the use of available space for inspections.

  • Ensure safe working conditions are maintained for all staff within the Gate, Offdock, Recinto, Inspection, and Rail areas.

  • Provide the necessary environment to encourage and support continuous improvement activities within Gate, Offdock, Recinto, Inspection, and Rail processes.

  • Responsible for the development and execution of railway operational plans across the terminal facility.

  • Coordinate rail movements to and from APM Terminals, representing the company professionally with partners, suppliers, and customers.

  • Develop and design rail operations processes that optimize cycle times, assets, and resources while meeting key objectives.

  • Ensure rail operations support the crane productivity KPIs (RGC) established for the operation.

  • Monitor and continuously improve rail-related processes.

  • Maintain and enhance relationships and goodwill with external and internal customers, suppliers, and contractors.

  • Approve time records and maintain adequate staffing levels to execute gate and Offdock operations.

  • Promote positive relationships with the local and federal transport community, customs agencies, shipping lines, Customs, Port Authorities, and other relevant organizations.

  • Track and follow up on potential changes from authorities related to Gate, Offdock, Inspection, and Rail operations processes, implementing necessary changes and disseminating updates to internal processes with direct reports from the Gate, Offdock, Inspection, and Rail areas.

  • Lead Gate, Offdock, Recinto, Inspection, and Rail teams to achieve annual objectives and set results.

  • Continuously contribute suggestions for improving existing methodologies, processes, and measurements during task execution to enhance the efficiency of Gate, Offdock. Inspection, and Rail operations.

  • Implement necessary actions and perform risk assessments from a safety perspective to prevent workplace accidents.

  • Implement necessary actions and perform risk assessments from a customs compliance perspective to prevent errors in container delivery or reception at the Gate, Offdock and Rail, as well as the opening of containers that do not comply with the established rules set by authorities.

  • Always Ensure compliance with the company’s Integrated Management System policy (Quality & Environmental) and HSSE procedures.

  • Ensure discrepancies in personnel are reported to the appropriate authorities.

  • Ensure operational teams are part of the first line of response for emergency situations and damage assessments.

Authority and Accountability:

  • Manage necessary resources based on APMT policies to deliver the products offered by the commercial area.

  • Authorize additional personnel requests for the Gate, Offdock, Inspection, and Rail areas.

  • Implement corrective actions for staff not adhering to the company’s operational guidelines.

  • Manage work roles for white-collar staff in the Gate, Offdock, Inspection, and Rail areas.

  • Stop any activity that is not being carried out safely.

  • Ensure compliance with safety guidelines for the Gate, Offdock, Inspection, and Rail areas.

  • Require corrective actions to address any process, activity, or situation that does not meet the established standards under ISO 9001 and ISO 14001.

  • Make immediate decisions in case of emergencies and escalate communication to the COO.

Environmental Responsibility:      

  • Care for and protect resources consumed or utilized in the workplace (water, electricity, paper, and general consumables).

  • Ensure compliance with safety and environmental policies and objectives.

  • Verify and implement compliance with plans for handling hazardous substances, hazardous waste, and special handling processes.

  • Verify and implement procedures for spill response and management.

  • Classify urban solid waste in accordance with environmental guidelines.

Education:

Bachelor’s degree in industrial engineering, Logistics, Business Administration, or related fields.

Experience

  • Minimum of 8 years of experience in landside operations at container terminals, with at least 5 years in a leadership position.

  • Knowledge of gate movement management and rail operations.

  • Familiarity with customs regulations and the Port of Lazaro Cardenas’ guidelines.

  • Effective communication and negotiation skills with customs authorities, customers, and suppliers.

  • Focus on Lean continuous improvement and operational process optimization.
